GIS helps to increase the voice and participation of the poor in the decision making process. It empowers Ccommunities to express their ideas for own rights and interests and to pressurepressurize decision makers to be more responsive to their needs to increase the efficiency, transparency and accountability of government and other institutions to promote local cultures and cultural diversity through local contents. Through applying of Pparticipatory GIS approach, communities were able to contribute their local knowledge to formulate generate the Grama Niladhari Division-wise Development Plans. PGIS provided opportunity for local people to facilitate, investigate, analyzes and present ation by local peopleinformation. This process made the people They realized that they have a responsibility to contribute to the development activities.
